Despite his age and lack of the Super Soldier Serum, Captain America continues to demonstrate his fighting prowess and prove his capabilities as a capable fighter. However, his political aspirations and the challenges faced by the country ultimately prevent him from achieving a political victory.

Steve Rogers's prowess as a fighter remains remarkable, even as an elderly man. However, the political arena presents a different challenge, as he cannot match his former prowess in this domain.
Unfortunately for Steve, it does not seem as though he had the necessary skills and attributes to excel in the realm of politics. Despite his valiant efforts, his bid for a Senate seat proved unsuccessful, leaving him with a bittersweet realization that his pursuit of public service had come to a close. The fate of the country was ultimately determined by a tragic turn of events that overshadowed the heroism of past generations.
Shortly after, he walks to a park where he meets fellow retirees Luke Cage, whose powers have made it difficult for him to even move in his old age, and former Daredevil Matt Murdock, who is supposedly killed off-panel later. They celebrate Matt for re-opening his legal clinic, compelling Steve to remember when he tried to do something about the current dictatorship laws, failing a bid for office. What he does succeed in, though, is saving a young man from the Iron Cops, who harass the young man for using a camera. Steve is eventually overwhelmed by numbers, but holds his own longer than expected.
It's incredibly impressive that Steve can stand up to a horde of Iron Cops, even as an aging man without superpowers, since the Super Soldier Serum has been removed from his body. However, fighting fists alone cannot address the systemic issues plaguing the country, regardless of the person's age. While Steve's political pursuits could have potentially led to a positive outcome, the public's resentment towards superheroes makes achieving such a success highly improbable.
